December 28, 2009 - The American Chamber of Commerce in Kosovo and PUM Netherlands signs Memorandum of Understanding that enables Amcham SME members to apply for the PUM projects

Criteria for acceptance Before PUM starts a project it must be clear that the client is eligible for subsidy and complies with PUM's internal criteria. The project must fit within the country policy as well and, obviously, PUM must have experts in the required field. These issues are reviewed by the Analysis & Monitoring department and by volunteer staff members at PUM headquarters in the Hague. In order to receive assistance from PUM a firm must comply with the following criteria: 
  • It must be a private small to medium-sized firm.
  • It must employ at least 10 people.
  • Its turnover cannot exceed € 10 million,
  • Balance total on average of € 10 million per year,
  • Foreign ownership may not exceed 49 percent.
  • It should be at least 2 years old.
  • The client must agree to pay for the expert’s living expenses (room and board) during the project.
  • The costs of the project should be in proportion with the expected results.
  • The client has no funds available for similar commercial consultants.
To make a mission successful the entrepreneur/owner of the company must be fully committed to receive a PUM expert and implement recommendations after the expert has left. PUM expects the entrepreneur/owner to be involved in discussing the application and its consequences. Signing the application form for a PUM mission is considered as the start of cooperation. PUM is prepared to assist a (limited) number of organizations that support and stimulate small-business interests, like: 
  • Chambers of Commerce & Industry
  • Employers organizations
  • Branch organizations
  • Institutions of Vocational education (no general education)
